Job Title: Supply Relief Scheduler

Location: Kuala Lumpur

Contract duration: 12 months

Budget: MYR300

Working Hours: Monday to Friday, 8.00 am to 5.00 pm

Compulsory skill set(s) :

a. Ability to quickly understand key elements of supply chain operations, scheduling, and transportation.

b. Strong in analytical skills, attentive to details and able to summarize massive data to key information for performance management.

c. Good computing skills and familiar with Excel, web base tools, power points, GSAP.

Nice to have skill set(s): Experience as a planner or scheduler.

Job Purpose:

The Supply Relief Scheduler is responsible to execute hydrocarbons and logistics schedules for assigned geography & execute these movements according to the optimal supply plan, which meets demand and maximises Enterprise value. Responsible for monitoring and replenishment of Palm Oil Methyl Esther (POME) and additives via trucks/barges.

He/She executes activities related to oil products movements and handlings are consistent with local requirements as well as Shell HSSE & PQ standards in a cost effective, safe and efficient manner.

Principal Accountabilities:

1. Schedules, executes & monitors hydrocarbon movements and logistics schedules in a cost effective and optimal manner to meet demand, inventory & service levels. The principal supply operation areas may include one to several of these assigned areas:

a) Refined products/ components from 3rd party supply points into terminals

b) Modes of Primary Transportation ranges from vessels/pipelines

c) External operational interface with suppliers and vessel owners

2. Schedules, executes & monitors stocks and replenishment of additives and POME via trucks/barges into Shell-operated terminals or Joint Venture terminals cost-effectively to meet demand, inventory & service levels.

3. Performs supply activities related to oil movements and product quality handling consistent with local requirements as well as Shell HSSE & PQ standards in a cost effective and efficient manner for the assigned areas.

4. Executes the business continuity/contingency plan, responsible for respective incident reporting in assigned areas.

5. Responsible for KPI measurement and delivery of Operational Excellence for the assigned areas:

a) Meet logistics/transport operating budgets

b) Meet demurrage & oil loss targets

c) Meet customer service levels and minimise stock-outs & PQ incidents

d) Schedule product stocks in line with targets

6. Contributes to maximising Enterprise Integrated Value through:

a) Optimise delivery costs and loading/utilisation of supply chain resources.

b) Monitor stocks and days of supply cover against replenishment schedule.

c) Executes business continuity/contingency plans and conduct simulations when circumstances arise, to ensure optimized delivery costs and avoiding supply disruptions.

d) Optimise and operate contracts options, including optimization of volumes and routes.

7. Lead the Sales & Operations process in Step 2.1, including monitoring of terminal stock days, sharing the scheduling plans for the month, clearly identifying help required against replenishment schedule per terminal and recommending changes when required to drive competitive Primary Transport costs and minimize stock-outs.

8. Operates third party’s hydrocarbon contracts in line with plan. Fulfils monthly nominations. Optimises timing and optionalities to maximise value capture within operational feasibility. Works with Channel Optimizer team and Deal Making team to resolve conflicts or manage operational performance.

9. Call off against term logistics contracts with transporters and service providers. Escalates issues/unsatisfactory performance with Deal Making team and/or Contract Owner/Holder of service providers, to resolve conflicts or manage operational performance.

10. Ensure compliance to Trade Control for Additive Importation. Ensure Freight Forwarders for Additives and Suppliers for POME are paid timely.

11. Contributes input for the annual Business Plan calculation and analysis for Primary Transport.

12. Act as GSAP super user for the T&S community covering SCM096. Effective use of global standard processes & tools including GSAP and HM (Hydrocarbon Management) by the timely entry of nominations, month-end closings, accruals, requisitions, and upkeep of logistics master data. Accountable to comply with key business control operations procedures in which he/she is the control operator. He/she to ensure that evidence controls are in place and kept for assurance reviews.

13. Resolves errors/rejections in a timely fashion and ensure contractual obligations are met. Escalates issues to the next level as appropriate. Act as relief scheduler whenever required, to ensure operational coverage at all times.

Job Knowledge, Skills & Experience:

  • Relevant experiences in any supply, distribution or trading operations would be an advantage.
  • He/She needs to demonstrate good interpersonal skills and requires the incumbent to be resourceful, eager to learn and able to work with multiple stakeholders in supply and third parties. He/she needs to be able to manage dynamic/fluid information and able to links the dots and deliver feasible schedules in an ongoing manner.
  • He/She will need to be able to handle multitude of competing priorities, tight timeline and make decisions amidst ambiguity. He/She requires the ability to understand key elements of supply chain and operations, scheduling and transportation, execution of contracts. Strong in analytical skills, attentive to details and good computing skills including familiarity with Excel.
  • He/She will develop in-depth know how of supply chain operational management through the course of the assignment. There are opportunities to get onto an analyst or other hands-on roles in supply.
